Plan for the service

A water system, electricity asset or waste facility needs staff, maintenance, funding and a clear operating responsibility after handover. These requirements should shape project preparation rather than arrive as an afterthought.

Connect investment to performance

On 2 September 2026, National Treasury announced €300 million in concessional financing from KfW and AFD for the Metro Trading Services Reform programme. The programme addresses electricity, water and sanitation, and solid waste services across the eight metros. This is a specific reform commitment, not a promise of contracts for any advisory firm.

Make responsibilities visible

A programme should identify the sponsor, implementing team, operator and data owners. Measures should distinguish capital delivery from service reliability and financial performance. Each measure needs an evidence source and a regular review.

Respect the appointment route

The need for support does not remove procurement obligations. A credible engagement begins with a lawful route, defined responsibilities and a realistic payment arrangement. We support programme preparation and reporting within those boundaries, with statutory and technical responsibilities assigned to the appropriate professionals.

This perspective is general project and implementation commentary. Project-specific legal, engineering and investment decisions require the appropriate professional advice. Published facts are dated; procurement and regulatory requirements should be checked for the relevant appointment.
